A couple of days ago MrsVee posted two old articles about PayPal. You can read her post
here. Normally MrsVee is spot on with her articles, but I think she missed the mark with this post.
Both articles are from 2002. The second one is from the state of Lousianna. PayPal has Lousianna on their
licenses page. However, the point she was trying to make is excellent. All payment processors, including PayPal, should be put under the microscope as far as legality is concerned.
What concerns me about PayPal is that they do not list Kentucky on their
license page. Curt,
PonziScams, pointed out that Kentucky is one of the many states that require licenses in order to service customers residing in that state. His Kentucky post is

Besides Kentucky, PayPal does not list licenses for Arkansas, Georgia, Hawaii, Indiana, Missouri, New Hampshire, New York, North Dakota, and Oklahoma, which are on Curt's list of states requiring licenses. PayPal does list a few states that aren't on his list. Since PayPal has been operating successfully for years, I conclude that either they haven't updated their licenses page or the non-listed states accepts the licenses from other states. My conclusion is just my opinion and not fact.
