I think CEP will do well. I'm not an active member of any of their programs (although I am a passive CEP member), but I sometimes browse their forums and stats pages to see how they are doing. Seems like a well setup bunch of sites, with a lot of happy members, although I don't know why they see the need to buy up failing sites - takes away from what (in my personal opinion) should be the main goal of any serious HYIP, to become self-sustained in the long term - not the same as becoming "zero risk".

As for the processor, well you can see why they did it. Online payment options are a bit tedious, so if they get through licensing issues etc then they will have done well. And to be honest, they may as well gain the revenue from payment transactions, rather than a 3rd party processor.
